April to mid-June, the sweet spot
Rome's best window. Mild weather (15-25°C), the gardens are in bloom, evenings are cool enough for outdoor dinners but warm enough to skip the jacket. The crowds are large but not yet brutal, the Colosseum queue is 30 minutes, not 90.
Easter weekend is the one exception, the Vatican area is overwhelming. Plan around it or book Vatican Museums tickets 6 weeks ahead.
July and August, skip if you can
Rome in July is 35°C and packed. Romans leave for the coast in August (literally, the city empties of locals) which makes it feel like a theme park version of itself. Restaurants close for ferie (the traditional summer break) from mid-August to early September.
If you have to go in summer: book a hotel with a pool, plan indoor activities for midday, and accept that everything will be busy.
Late September to October, the second sweet spot
September and October rival the April-May window. Temperatures drop into the high teens / low 20s, the light is golden, and the crowds shrink as European school holidays end. October in particular is excellent.
November, the underrated month
November is cool (10-15°C), often grey, and 40% cheaper than peak. Hotels are bargains, restaurants take walk-ins, and the queues at major sites are short. Pack a real jacket and go.
December to February, the cheap, quiet window
Winter in Rome is cool (5-12°C) and damp. Christmas-New Year is busy with European tourists but January and February are dead in the best way, you can walk into the Vatican without queueing. Hotels are sometimes half-price.
March, shoulder
March is unpredictable, can be 18°C and sunny one day, 8°C and rainy the next. Mid-tier on price and crowds. Useful month if your dates are fixed but not a window I'd optimise for.
